Inspection and Testing

Inspection and testing of electrical equipment  and wiring circuits is required in commercial and industrial as dangerous
situations can be left un-noticed for years with injury to person or property if not rectified. Insurance require
Electrical certificates in most cases to ensure the property is kept in good form and good safe working order.

Landlords electrical certificates.

Landlord electrical certificates are an important part of ensuring the safety of your tenants and being able to prove that you
have taken reasonable steps to prevent injury.  All electrical certification should be carried out by an electrician whom is
compliment and can issue an electrical certificate for the property. Landlords certificates are not a legal requirement but
proving that you have taken reasonable care of the property electrics are.

In the event a landlord cannot prove (in writing) in a court of law that he/she has not taken reasonable measures to
protect the tenant the landlord personally can be convicted and sentenced to:

Your property insurance being invalid.
A fine up to £5,000 for each item not complying with regulations.
Six months imprisonment.
Tenant’s can sue landlords for civil damages, loss of earnings, mental damages etc.
Manslaughter criminal charges.

These regulations are enforced by the Health & Safety Executive. To avoid penalisation, it is very strongly advised to
Have a full periodic check done by a qualified electrician and a satisfactory certificate issued.

There are two types of electrical certificate most common for landlords:

Periodic Inspection Report
It is advisable to have a full electrical inspection carried out every five - ten years or change of occupancy.  This examination
investigates the state of the electrical wiring throughout the property and thoroughly checks the safety of the electrical
installation.  These inspections can cost from £75 to £300 (domestic, and estimated £). For a 3 bed ex council house we will

Portable Appliance Testing (PAT)
It is also advisable to instruct an electrician to carry out PAT testing on all portable electrical appliances once a year.
Portable electrical appliances are defined as any appliances that you supply with the property that can be plugged into the
electricity (for example lamps, microwaves, portable electric heaters, TV etc.).  The purpose of the PAT is to ensure that
all portable electrical items are provided safe in the property and fot for intended use .
